What Went Wrong? What Went Right


We have just finished the final quarter of the federal fiscal year, during which more than 40% of the federal budget (or $200 billion) was spent with contractors, according to a recent Deltek report. In order to win these contracts, a contractor generally answers a Request for Proposal (RFP) or other contract announcement. Competition is stiff, and the RFP response process is time-consuming and costly.

After investing the time, money and energy in responding to a bid and losing, if a businessperson could sit down face-to-face with decision-makers to find out what went wrong and why his RFP response did not make the cut, would that not be a valuable meeting? If one could meet the decision-makers face to face and have open discussion and learn how to improve the next bid, would that be a worthwhile use of time?

The federal market offers this meeting process; it is called a debriefing.

The Federal Acquisition Regulations (FAR 15.505) stipulate that a contractor may request a debriefing either before or after the contract award. There are specific requirements and deadlines one must follow, and the government representatives have specific limits as to what they can and cannot discuss.

Typical government attendees include the contracting officer, contracting specialist, legal counsel and technical and cost personnel. Topics open for discussion include the following.

• The agency's evaluation of the significant weak or deficient factors in the offeror's offer

• The overall evaluated cost and technical rating of the offer of the contractor awarded the contract and the overall evaluated cost and technical rating of the offer of the debriefed offeror

• The overall ranking of all offers

• A summary of the rationale for the award

• Reasonable responses to relevant questions posed by the debriefed offeror as to whether source selection procedures set forth in the solicitation, applicable regulations and other applicable authorities were followed by the agency; and

• If an award is made under a Best Value approach, the rationale for paying a premium for additional technical ability should be explained

Asking for, and participating in, a debriefing can be the most valuable time a contractor can spend in the RFP process. Those willing to leave their ego at the door and learn how to improve may walk away with the next RFP response logged in the "win" column.

Check with the contractors noted here for possible subcontracting opportunities on these and other federal contract awards.

• Integrity Consulting Solutions, Frederick, along with four other companies, won a $33 million total contract from The Naval Facilities Engineering Command for antiterrorism and force protection in support of the Naval Facilities Engineering Service Center, Port Hueneme, Calif.

• Lockheed Martin Integrated Systems, Bethesda, won a $9,870,000 contract from the Naval Sea Systems Command for Submarine Warfare Federated Tactical System systems engineering and integration and Universal Launch and Recovery Module efforts.

• MultiLingual Solutions, Rockville, won a $250 million contract from MacDill Air Force Base for foreign language, regional expertise and cultural training to students from U.S. Special Operations Command's four service components.

• Neany Inc., Hollywood, won a $13,331,687 contract from the Naval Air Warfare Center Aircraft for continuing operator support services to Persistent Ground Surveillance System operators, field service representatives and technicians for the U.S. Army.

• Northrop Grumman Corp., Linthicum, won a $33,158,857 contract from The Defense Advanced Research Projects Agency for The Advanced Rotary Wing Multifunction Sensor, Multifunction RF program Phase II.

• Thales Communications, Clarksburg, won a $368,724,343 contract from The Space and Naval Warfare Systems Center Pacific for Consolidated Single Channel Handheld Radios.

For instance, a woman can inadvertently neglect her husband. Sometimes those feelings are expressed using anger or acting out in other ways that could irreparably hurt the relationship.

That said, if you evaluate your situation and you feel you've been neglectful to your man, take action to fix it. Avoid too much individualism and independence. This is not to say avoid being an individual capable of thinking and taking care of yourself. Rather, realize that relationships must promote togetherness, respect, and appreciation. Just as within a job or outside friendships that require time and dedication, so does any marriage or committed relationship.

Be mindful of what you say

Avoid harsh criticisms and judgment; sometimes women's frustrations of life are misdirected towards the men in their lives, thus causing men to shut down and "check out." Be sure to direct your frustrations where they belong and understand your husband is not to blame for ALL the problems in your life. Use your husband for support... not a punching bag.

Be confident

Most men appreciate a woman with confidence. Insecurity will not be the driving force behind a man staying with a woman, and while most men want to feel needed and wanted, desperation is not how to get your husband back or fix your relationship, in fact, it can drive them away.

While not the sole foundation of a marriage, sex and intimacy are paramount for a healthy relationship. The level of importance of sex in a marriage needs to be mutual for your husband AND you. Get Inspired and Then Compete With Yourself

 
Do one thing every day that scares you." said Roosevelt, former president of United States.
Now, that is something for inspiration of the day to go on and start improving yourself. Remember that Inspiration is contagious. You might not even know that you have just inspired someone.

While inspiration is good, many of us confuse that with another word which is "Competition".
Competition is a word so commonly heard now a days that hearing the word itself triggers a stress signal in our brains. Some of us believe rightly understand that competition is definitely needed in life because it helps you to push your limits, and one of the known ways to continuously improve is to compete. But in today's cut throat environment, moving ahead of your competitor might have become even more important than improving ourselves. It is very simple to prove. Just by hearing the word "competitor", what thoughts originate in your mind? Cut throat, ruthless, move ahead, win-lose, etc. OR it was something like learn new things, improve yourself, become a better person etc. If it was the latter, then it is fine but if it was the former lot, then you ought to think - Are you competing with the right competitor.

If the objective of competing is to improve yourself, then what sense does it make to compete with anyone else. The best way to improve yourself is to compete with yourself. I agree that you need to look at others sometimes - but that should be to get the "inspiration" and not the "competitiveness".

Who knows that if you compete with someone else (may be even the person who inspired you), then you may be limiting your abilities and opportunities to improve beyond the threshold set by your competitor.

I have been a very health conscious person but for the last few years, i have been somehow ignoring the morning walks and jogging. As i was going through my other priorities in life, i happened to meet one of my old colleague after many years. She was suffering from serious back related problems and so was her husband. We just chatted around and i realized that how lack of care for our body and general fitness can lead us to situations from where it may be difficult to recover fully. Another Facebook friend of mine used to daily share his experiences with his cycling stuff in the mountains - how he has been improving as a cyclist, how he has been loving nature while cycling in the morning. He also used to share some great snaps of the mountain ranges as well.

Now, these 2 friends ultimately inspired me - the first one with a negative energy (Remember that negative energy is also a form of energy which can be converted to your advantage) and the second one with his positive energy. Taking inspiration, I started doing my walks in the morning around 2 weeks back and kept competing with myself to continuously improve. Today (after 2 weeks), i have reached a stage where i can walk + jog (in almost 50:50 ratio) around 2.6 kilometers every morning. I did not go and ask my friend as to how much they walk everyday or how much they improved. Having taken the inspiration once, now the competition is only with myself.

So, look around yourself.
There is so much to learn from everyone around you.

Find your inspiration, and then compete with your own self to reach the pinnacle of success. This not only leads to a stress free improvement but also poses no boundaries to what can be achieved in life.

The same concept applies to Financial Freedom as well. Once you have crystallized your dreams (your inspiration), then it is completely up to you at what pace you want to get financially free. Anything and everything is possible. Just get your priorities in life right.

"Go to college" seems a constant chant for our youth. However, the value of a college degree is questionable during tough economic times. Good, quality level preparation at the high school level should be an imperative [my opinion!!].

Why send an 18 year old to college "just because" he/she got a diploma from a high school with a "push-out" system on steroids. Lack of knowledge at some minimal level or participation in a meaningful way makes little difference to those in charge.

Young people are often pushed into a career path without a personal choice. It's often a family tradition, i.e. doctor, lawyer, accountant, preacher, etc. who want their children to follow the family footprint.

Just "because" is NOT a valid reason to choose any career path. No one should be forced or coerced into a career outside of their own interests. Everyone is entitled to seek a career choice that fits their love for life.

College drop out rates should be a telling sign for anyone. Unfortunately, there are those who turn a blind eye to reality because of government funds that keep the system running on easy dollars.

Technical Schools offer a far more practical solution for thousands of students who should be in school learning a "trade" Vs a liberal arts degree where they are qualified to pump gas or work at the dog pound, maybe sling burgers.

Waste of our personal or government resources is not the way for America to get back to work or survive an economic crisis. Many a loved one has taken their own life out of personal frustration with our educational system that puts pressures on some beyond their capacity to survive.

Few choices are more important to our happiness than when we are allowed to make our career choices without coercion from others. Parents, brothers, sisters, other family members, friends, teachers, preachers should allow all others in the family to make their own career choice.
Today, there are more career choices then ever before. Internet Marketing has become an exceptional choice for many entrepreneurs in America. Your own business through franchising or buying an ongoing firm makes sense for the aspiring young person as well as America's under-employed executive.

The History Of Online Radio


Early commercial broadcasts in the traditional radio format have been happening since the 1920s. The first live internet exclusive radio broadcast was Seattle based rock group Sky Cries Mary and took place on the 10th November 1994. It was broadcast by Starwave a digital media start up owned by Paul Allen.

During the same month, just a week later the Rolling Stones had a concert that was the "first major cyberspace multicast concert."

Also during the same month WXYC were the first traditional radio station to announce broadcasting on the internet. WXYC had begun testing bandwidth and broadcasting in August 1994. On the same day WREK using CyberRadio1 software started streaming their beta launch and advertising of their stream did not happen until later on.

In 1995 a free download called RealAudio was released by Progressive Networks. It was reported by Time magazine that it took "advantage of the latest advances in digital compression" and delivered "AM radio-quality sound in so-called real time." Shortly after Nullsoft and Microsoft released free downloads of audio players with streaming capabilities. More and more online radio stations started to spring up as audio player software become more readily available.

One of the earliest American 24-7 internet radio stations licensed by BMI and ASCAP was Sonicwave.com, which was created by Edward Lyman.

In the same year Europe's first radio station to broadcast its traditional program on the internet in full was Virgin Radio in London. It was available 24 hours a day and was a live version of its FM signal.

At the end of the 1990s internet radio started to attract huge investor and media attention. In the United States in 1998 Broadcast.com set a record in it initial public stock offering for the largest jump in price in stock offerings. The offer price was $18, whereas the opening price for shares was $68 when trading opened on the first day. This was more surprising considering that the company was losing money at the time and they themselves had stated in one of their prospectuses that they didn't expect that tot change anytime soon. Your body is not ready for the kind of exertion you're putting it through. You should never finish a workout and never want to do it again because it is much too easy to become distracted and find excuses not to. If you're doing something you don't enjoy, it won't interest you and if you're not interested in it, no matter how good your intentions, eventually you'll quit. Your brain is designed to minimize effort. The effort of most workouts tends to be perceived by the brain as pain and pain is perceived as threat. Your mind will always make the attempt to protect you from threatening situations unless there's a more attractive reward to be gained. So the "trick" is to override your brain's natural response.

There are hundreds of ways to achieve this, from self-hypnosis or just simply lying to yourself but eventually if you don't create a habit out of your routine these methods will fail as well. The most effective way to achieve your fitness goals is to truly love your workout. OK, I know what you're saying, "How can I love something I hate?" But there are ways and here are a few.

Listen to music, easy right? But it works! Put on some energetic tunes and rock out your workout! Or if you want to accomplish something, download an educational pod cast. Tell yourself out loud, you love your workout. Smile while you exercise. Your body will react to the physical stimulus your brain's feeding it. Wear clothes you perceive as "cool". You'll be surprised how your body reacts to putting on a workout outfit that you like. Talk about your workouts. It's good motivation for you and can serve as inspiration for others. Schedule challenging activities you enjoy that you know will hurt if you don't get prepared for it like skiing, running a 10 K or joining a sports team. These activities dangle a carrot in front of you and help motivate you through difficult workouts. Hold off on a purchase or a trip that you've been looking forward to until a specific mile stone is achieved.

There's also the effect that the health benefits of working out can provide you. It's a bad idea to focus on gaining muscle or losing fat because these goals can take time, throwing you off your focus. But the great sleep you'll get after a hard workout or the improved mental attitude you can end up with can be great things to focus on rather than the reduction in cholesterol, the heart health or the lower risk of diabetes. Remember, start off slow, or change your routine and make it fun. Any exercise you do will add up, so it doesn't always have to be something grueling. Playing soccer, basketball or swimming can do you just as much good and keep you from losing interest.
